Final Fantasy 8 sees the arrival of a completely new mini game that you can play with almost anyone that you can talk to. If you want to collect every card on the game you must complete 2 Card Quests. The details are below

The CC group are seven card-playing fanatics in Balamb Garden. By defeating each of them, you can collect some rare cards. To face the entire group, you must challenge them one at a time from the lowest-ranking to highest-ranking. These are the orders you must follow when challenging them.

*If the CC group wont challenge you, its because you havent been playing enough card games at Balamb Garden. You must build up your reputation by defeating card players. Win about 15 card games and attempt this quest again.

(#1) Jack: In the hallway near the Directory. Tends to enter from the bottom of the screen. Has no rare card.
(#2) Club: Near the entrance to the cafeteria. Appears randomly and is often difficult to find. Has no rare card.
(#3) Diamond: A pair of female Seed cadets. In front of the Directory. They have no rare cards.
(#4) Spade: On the second floor next to the elevator. Has no rare card.
(#5) Heart: Find Xu in the bridge. She has the Carbuncle card.
(#6) Joker: Inside the Training Center, the eastern side. Appears randomly. He has the Leviathan card.
(#7) King: Finding the King is a bit tougher. Speak with Nida on the bridge and then visit the Infirmary and challenge Dr. Kadowaki. She will suggest that youll soon find the King. Return to your dorm room and take a nap. The King will randomly appear while youre resting. You can win the Gilgamesh card.

At the beginning of the game, you can find the Queen of Cards in Balamb Town near the entrance to the train station. She will remain here until you either win or loose a rare card (level 8 or higher). When you win or loose the card, talk to her and she will say something about going somewhere, and she will move to that region. Now you must chase her to that place and challenge her again. You need to win or loose a rare card again. Talk to her again and she tell you where she is heading too. You must keep chasing her until she says she is going to Dollet.

When she moves to Dollet, follow her and talk to her in the Dollet Pub. Youll notice a fourth option you can ask her: "About your artist father". When you choose to ask her this question, she will ask you for a specific card. You must loose that card to her in a card game. This enables her father to create a new rare card that you can win from someone elsewhere in the world. When you loose the card she wanted, 2 things will happen. One, the Queen of Cards will leave again and move to another region. Two, a new rare card has been automatically created somewhere in the world that you need to find. When you find and win the newly created card, you can proceed to find the Queen of Cards again and challenge her and keep chasing her until she goes back to Dollet again and she will ask for another specific card and a newly card will be created again.

You can retrieve any of the five cards you are required to give to the Card Queen from her little brother in Dollet. He is the child living with the artist, one screen down the Pub. As soon as you give the Card Queen any of the five requested cards, they are emmediately transferred to the boy's inventory. Any other cards lost to the Card Queen must be won back from her in the normal fashion.
